This lower-page guide explains common terms only. A category’s appearance here does not mean it is included in every Local 106 member’s plan.
FSA / TOOL 01
Flexible Spending Account
An FSA can allow an eligible participant to fund qualified healthcare expenses with pre-tax dollars deducted from pay. Annual elections, eligible expenses, carryover or grace-period provisions, and claim deadlines depend on the plan.
HSA / TOOL 02
Health Savings Account
An HSA gives eligible participants enrolled in an HSA-qualified high-deductible health plan a tax-preferred way to save for qualified medical expenses. The account belongs to the participant, and unused funds generally remain available from year to year, subject to federal rules.
HRA / TOOL 03
Health Reimbursement Arrangement
An HRA uses employer contributions to pay or reimburse eligible medical-care expenses under the terms of the plan. Available balances, qualifying expenses, claim procedures, and rollover rules are plan-specific.
DCA / TOOL 04
Dependent Care Account
A dependent care account may allow eligible participants to reserve pre-tax dollars for qualified care that enables them—and, when applicable, a spouse—to work or look for work.
LPFSA / TOOL 05
Limited-Purpose FSA
A limited-purpose FSA is generally designed for qualified dental and vision expenses. It may be paired with an HSA when the governing plan and federal requirements allow.
MED / TOOL 06
Group Medical Benefits
Health & Welfare plans can include eligibility rules, deductibles, networks, claim procedures and participant responsibilities. Use the S.C. Miller member-links page and your current plan documents for the information that applies to you.

First Hill Trust is a secondary resource.
First Hill Trust is listed for the supplemental plan. It is separate from the primary Health & Welfare links through S.C. Miller and the national pension website through NRIPF.
